Inserção da agricultura familiar no Programa Nacional de Alimentação Escolar (PNAE) no Instituto Federal do Espirito Santo

Abstract

The constitution of Public Policies for family farming has been discussed since the Brazilian military dictatorship in the years 1970-1980. However, until the early 1990s, this segment was still not benefiting from a public policy specifically aimed at it, especially respecting its characteristics. These social actors only became beneficiaries of programs, after the creation of the National Program of Farming Family (PRONAF). Since then, new programs have emerged that encourage family farming. Among these, the National School Feeding Program (PNAE) deserves to be highlighted, which unites the strengthening of family farming and the provision of healthy food to students. The social commitment of the Federal Institute of Education, Science and Technology of Espírito Santo (IFES), Campus Santa Teresa, via PNAE, extends not only to assisted students, but also to local family farmers. Thus, this work had as its general objective: systematize and evaluate the application of PNAE in Espirito Santo and as specific objectives systematize and evaluate the application of PNAE in the IFES Campus Santa Teresa, systematize and evaluate the application of PNAE in the municipality of Santa Teresa - ES and propose suggestions for improvements to family farmers in the IFES. To this end, a documentary analysis of the legislation regarding the PNAE was carried out and interviews with the main actors involved in the local PNAE. The IFES has been developing the PNAE, however, much remains to be done to get full implementation on its campuses and move forward with compliance with public policies aimed at school meals. Thus, it is proposed as improvements in the execution of the program, within the scope of the IFES campus Santa Teresa, some suggestions in order to adapt the deficiencies signaled by the actors involved during the process. The recommendations were described according to the following sections: administrative management, PNAE management and supplier management.
