Análise do Plano Diretor de Mariana - MG (2002 2017)

Abstract

This dissertation aims to analyzing the effective application of the Environmental and Urbanistic Master Plan developed for the municipality of Mariana, in Minas Gerais, as well as the urban planning instruments instituted by it: Land Parceling Legislation, Land Use and Occupation Laws and Zoning. In addition, it was pointed out the possibility of applying the Territorial and Urban Property Tax (IPTU) in the municipality as a mechanism capable of encouraging the preservation of the historical urban sites in that locality, and minimizing the disparities in access and occupation of the land. Initially, Mariana is presented as an urban structure and then it is demonstrated how the Master Plan was made, the product generated and a brief criticism regarding it. Finally, the two main planning instruments instituted by the Plan were analyzed, and then demonstrated that another device, in this case IPTU, is underutilized in the municipality and if better employed could generate positive externalities to local urban planning and development.
