Programa inclusão em redes: políticas de educação especial, formação humana e afirmação da diversidade

Abstract

This dissertation had as object of investigation the Public Policies of Special Education in the municipalities of the Region of Costa Verde/RJ. The main objective of this research was to identify, through the 'Intermunicipal Webinars on School and Educational Inclusion', policies of the education networks in meeting the specific demands of schooling of special education students in the municipalities of Angra dos Reis, Mangaratiba and Paraty, locus of the study; as well as the establishment of a territorial network for studies, research, exchanges of experiences and carrying out collaborative actions; the analysis of the regulations that regulate the attendance to Special Education in the Region of Costa Verde/RJ and the characterization of the organization of the Municipal Teaching Networks participating in the Program with regard to special education. The methodological conception of this research is based on the inseparability between theory and praxis set out in Critical Theory. Theodor Adorno’s thought and commentators of his thought subsidized our analyses. Data collection procedures were carried out through document analysis; of Pedagogical Political Projects, Municipal Education Plans, presentation slides of special education coordinators and documents from the education departments (ordinances, enrollment resolutions, guidelines); and with a focus group; through webinars, with agendas for debate previously agreed with the study participants, namely: Special Education Coordinator of the Angra dos Reis Secretary of Education; Director of Special Education at the Secretary of Education of Mangaratiba and Coordinator of Special Education at the Secretary of Education of Paraty. In our conclusions, we identified that the collaborative work between municipal education networks represented a significant achievement for special education in the region, as it provided, in a cooperation regime, the elaboration of the Intermunicipal Action Plan for Special Education in the Region of Costa Verde / RJ. However, it was found that there are still numerous challenges that hinder collaborative work between networks as the coordinations do not remain in the necessary time in the function for the narrowing and strengthening of relationships. We emphasize the importance of this and other researches that have as their object of study the collaborative work in the process of elaboration of inter-municipal public policies for the assistance to students of the special education modality as an effectiveness of human formation and affirmation of diversity.
