Mídia e construção de espaços seguros no Rio de Janeiro: uma análise sobre as UPPs

Abstract

The city of Rio de Janeiro is known as an insecure city. The issue of urban violence, in turn , is beyond what is understood as a crime, but, above all, changing daily habits. The growth of drug trafficking, from the1980s, in the city of Rio de Janeiro, led to a wrong association, by common sense, of poverty and crime. The increase in the feeling o f insecurity of the population of Rio de Janeiro made the favelas are the stage for several experiences of community policing, and the most emblematic of them and with greater reach are the Pacifying Police Units (UPPs). of this In this way, the objective of this work was to analyze if the newspapers O Globo and O Dia build the Pacifying Police Units as an ideal public safety project for the city, capable of promoting a feeling of security for cariocas, as well as producing security community. To this end, reports from both newspapers were analyzed between the years 2010 and 2013. Throughout the chapters, we observe how the speeches given by the newspapers emphasize stereotypes and social representations of favelas as spaces of violence, crime and fear. The speeches about the arrival of the units report benefits generated in the communities, and although newspapers report the problems involving the UPP, they hardly effectively criticize the project in their speech, and neither the media indicated speeches tha t could instigate society and the government to rethink this security model public.
