Entre o panda e o dragão: um mapeamento do capital chinês na América Latina e Caribe no século XXI

Abstract

This research proposes to offer a mapping of chinese investments and loans for Latin America and the Caribbean in the 21st century, with a specific focus that presents the volume, sectors and companies that emerge through this process. The internationalization of the production of chinese social forces to the region began in the 1990s, and it has been accentuated since 2005, with the institutionalization of Chinese guidelines for the region in 2008. In this work, the question is: what is the place structurally occupied by China in Latin America and the Caribbean? For the analysis, databases of organizations and research centers about the Chinese investments and loans directed to the Latin American and Caribbean continent were used. The background that permeates this work to question whether the Chinese presence in the region would be able to counter the presence of the traditional powers present in the region. Based on the Critical Theory, these aspects are developed in three parts. The first part consists of using the theoretical apparatus of International Political Economy, in order to deepen knowledge on topics such as dialectical materialism, the State and the internationalization of production. In the second part, the debate on the chinese reintegration on the international scenario, the formation of the Chinese State and the political framework of China's institutional relations with the Latin American and Caribbean region were highlighted, with emphasis on public policies and strategic programs of the Chinese state that encourage the export of capital to the region. The objective was to identify the network and the actors inserted in the most different dimensions in this process. The third part deals specifically with Chinese investments and loans based on a critical analysis of the insertion of Chinese capital in Latin America and the Caribbean and its impacts in the 21st century. It is concluded that, from the establishment of own mechanisms to increase the hegemony of the Asian country in the region, the place occupied by the internationalization of Chinese production in the development of projects in the region, between the articulation the civil society-state is sectorially diversified
