Ciências sem Fronteiras: um estudo sobre as percepções de egressos que participaram do CsF na UFRRJ

Abstract

The purpose of this dissertation was to analyze the implementation of the Science Without Frontiers (CsF) Program in the UFRRJ. The principal objective of the analysis was to understand the students' perception regarding the importance of the program in their academic trajectories and the acquired experiences, associated to the perception of the program managers Sciences with no Bounders in the university regarding the process of policy implementation. The methodology was centered on the understanding nature, seeking to understand the meanings that the actors attributed to their experiences in the SWB program.The research methodology used brought qualitative and quantitative strategies, in order to help us to bring a broader view of the phenomenon. The bibliographic source dealt with the current debate on the implementation of public policies seeking to understand SWB as a far reaching governmental program. Then, semi-structured interviews were conducted with two managers responsible for the Science Without Borders Program (SWB), and a survey (open and closed questions) with former UFRRJ students. We also made some reaserch in the official sites responsible for the Program, to gather data and information about the theme. At this point, we concluded that the public policy of the SWB at UFRRJ was a great challenge for its’ employees who were not prepared to deal with the monitoring of so many students around the world abroad. We also notice that the policy agents in the institution dealt with issues to the extent of the demands, according to public calls made by the development agencies, and there was no initial plan of action. According to the results of this research, we understand that to 76% of these students the SWB was a differential in the academicprofessional life; and in some cases the program was a differential in gaining a professional post or a postgraduate degree, either at the national or international level. However; many students pointed out strong criticisms about the performance of the development agencies in all stages of the process, as well as criticizing the UFRRJ regarding the monitoring and use of the disciplines. Finally, we note that the CsF program did something unprecedented in the country by offering internationalization scholarships for undergraduate students, but as a public policy, it failed in relation to the actions of planning, monitoring and follow-up of the policy.
